Diplomacy | Higher education institutions and companies asked to comply with U.S. DEI policies – Portugal

In recent developments, the US government has intensified scrutiny of Diversity, Equity, and Inclusion (DEI) programs, affecting both domestic and international institutions. This includes both Portuguese higher education institutions (HEIs) and Portuguese companies with contracts with the US government.​

It has been reported that the US administration has issued directives requiring such organizations to certify that their DEI initiatives do not violate federal anti-discrimination laws. Non-compliance could result in the loss of federal funding or legal action under the False Claims Act. 

Portuguese HEIs with collaborations involving the US. federal funding—such as research grants, academic exchanges, or technical services—may need to review their DEI policies to ensure compliance with the new US regulations. 

While specific groups have not been named, it has been reported that those with significant US partnerships have been targeted by the US authorities and are assessing the complex legal landscapes to maintain their DEI initiatives while complying with these obligations.​

Across Europe, including Portugal, there is a concerted effort to promote diversity and inclusion in education, providing support for implementing progressive measures aimed at addressing diversity among students. The same concerns apply to the hiring and promotion of workers by public and private organizations.
